Signature drop down box

I am not sure if this box is meant to capture that the person can write his/her own name or that the person knows sign language and thus can 'talk' to the deaf.

Does anyone have an answer?

I read that which led to my question. I should assume that because the title of the section is signature that indicates the person can sign her name. Correct?

I still do not understand what the "signature" line means. Obviously it's something of importance since it is in the primary area of input.

Does this mean the person can sign their name?
Sign language to the hearing-impaired?
Enter a digitized signature (for identity theft?!).

This does not make sense and manual doesn't offer much insight either. Yes, I did read page 25. Whatever it means, why is this important?
