Multiple comma's in Places in gedcom exports and reports

Whenever I export a Gedcom or create a report, the place names that don't have everything filled in have multiple comma's. Is there a way to stop this from happening? Or is it a error within the software?

It seems that with an export or a report the software should know that there's no data and should skip the extra comma. It creates very ugly reports and results in a messy gedcom if I want to upload it somewhere else.
